E GOVERNANCE-MAJOR UPBEAT IN LSGIs



Today Honorable Chief Minister of Kerala has declared Kasaragod District having 100 % computerized accounting system.Kasaragod District now have the privilege to achieve this feet, first in India. The efforts for the computerization of activity in Kerala has a history of more than ten years and there is an independent agency to facilitate the progress But the result was too slow considering the demand for a better quality of service delivery. Better late rather than never,Kasaragod District has achieved the feet. Thanks for the superb effort put in by the peoples representatives ,officials, and of course the technical support from the Information Kerala Mission.
Since 1995, from the inception of Panchayath Raj, it has been a nightmare for the ordinary folk to visit Panchayath and get the service done. They require frequent visits or a familiar personality for help or political support for getting something done. This is due to the alarming quantity of duties and responsibilities entrusted to Panchayaths without having sufficient human resources and a systematic basement in the office. This unsystematic approach has resulted in total disarray .This is why I have mentioned earlier ,the situation in Panchayaths demanded better accountability and more systematic approach. Lot of earnest efforts were made in this field but an appreciable change could not be possible till now. The Information Kerala Mission, the agency entrusted with computerization of LSGIs in Kerala has developed many Software for birth and death registration, Marriage registration, Social Security Pension, Establishment matters,Planning,Accounting etc.These are all very useful for better service delivery. Now the Government is taking appropriate steps to initiate e- filing and the facility to down load certificates from the web. I feel this is the only way to bring out desirable change in the service delivery. For a better result a committed effort is expected from the authorities and the computerization has to be insisted in each LSGIs.A strict monitoring and setting up targets in a limited time will help a lot .I am happy that Authorities have taken some steps in this regard. Some of them are mentioned below.
Ø      Front Office Management.
Ø      Inception of Double entry accounting system
Ø      Permission to purchase Computers to all clerks and President.
Ø      LSGD website updating for information.
Ø      Introduction of KSWAN,VPN Connectivity facility in Panchayaths
Ø      Creation of post of Accountants in Panchayaths
Ø      Permission to post daily wage clerks for 100 days
Ø      Permission to Post IT coordinator in each Panchayaths.
What made me happy is the selection venue for the function ie Kumbla Grama Panchayath,where I have worked for four years and could introduce a lot of new things and experiment a lot of  things for a better service delivery,which earned the Panchayath a CERTIFICATE OF ISO,two years back. In this occasion I most humbly mention some of the efforts made in Kumbla Grama Panchayath .
v      The front office system was introduced even before the Government had insisted it by Government order.
v      The E mail facility was used to considerable extend for a better communication with District Office.
v      Computers were brought to the table of clerks by net working, which has resulted in a better use of the Computer.
v      Hospital Kiosk system was introduced
v      Data of buildings were computerized.
v      System to scan important tapals to save it from missing was started.
v      SMS delivery system was started to intimate the applicants the service.
v      Television was set up in the office for the public.
v      The Office room, meeting hall was set to its highest facility in the Panchayath.
v      The front office, helpdesk room etc are real model for other Panchayaths.
v      Agenda notes were distributed in two languages ie Kannada & Malayalam for Panchayath committee meetings.
v      Touch screen was purchased and efforts initiated for its inception.

The delegates who attended the function complimented the efforts of the Panchayath which made me happy and I am delighted that I could also contribute my bit.
The major force behind this success was undoubtedly the former President of the Panchayath         Sri M ABBAS,who worked alongside officials to bring the Panchayath to such a position.As a Scretary I should say that he is the ideal roll model to hold the office if more results has to be achieved in the        e governance in Kerala.
